3rd Caribbean Regional Congress

 

The International Road Federation is proud to announce that the 3rd IRF Caribbean Regional Congress will be held in Port of Spain, Trinidad, May 7–9, 2014.

 

The Congress will be hosted by the Ministry of Transport of Trinidad and Tobago and endorsed by the Caribbean Development Bank, the Inter-American Development Bank and the Global Road Safety Facility of The World Bank.

 

The third edition of this event will serve as a means to deliver world-class knowledge resources and practical guidance across shared transportation challenges, including road safety, infrastructure asset management; urban development & mobility; and funding transport Infrastructure. It will bring together regional and local industry stakeholders from government, academia, multilateral banks, civil society, and private sector to help find solutions to the region’s transportation challenges.

Stephen Cadiz
Minister of Transport
Trinidad and Tobago


Stephen Cadiz is the current minister of transport in the Government of the Republic of Trinidad and Tobago.
Previous to his appointment to the Transport Ministry in September 2013, Minister Cadiz served as the minister of trade and industry and the minister of tourism, after being elected to Parliament in May 2010.
An accomplished businessman, Minister Cadiz brings a wealth of private sector experience to bear on his present portfolio. Prior to his election as the member of Parliament for the Chaguanas East Constituency, and subsequent appointment as a minister, he was the president of Tropical Power, a company he established in 1987.
He has served as a member of the board of the American Chamber of Commerce of Trinidad and Tobago, as well as chairman of the Chamber of Industry and Commerce of Chaguanas.
As transport minister, Minister Cadiz is relentless in his commitment to enhancing connectivity among the various transportation modalities in the country, while at the same time achieving greater efficiencies and cost effectiveness.
Raymond Charles
Head of Department of Civil and Environmental Engineering
University of the West Indies, St. Augustine Campus, Trinidad and Tobago


Raymond Charles is the current Head of Department of Civil and Environmental Engineering at the University of the West Indies, St. Augustine Campus, Trinidad and Tobago. He holds a master of Philosophy in Highway Geotechnics and is a Fellow of the Institution of Civil Engineers, UK, a Fellow of the Institute of Asphalt Technology, Europe and a Member of the Board of Engineering of Trinidad and Tobago. He serves as a specialist consultant in roads and airport infrastructure to the Caribbean Development Bank, the Inter-American Development Bank, the World Bank, and several Caribbean governments and organizations and is a founding Member and Director of the OAS-based Pan-American Institute of Highways.
Michael Dreznes
Executive Vice President
International Road Federation


Michael G. Dreznes assumed his current position of Executive Vice President of the International Road Federation in February of 2012.

Dreznes has spent the last 26 years working to make the roads safer around the world. He is recognized as one of the world's leading experts on roadside safety promoting the concept of "Forgiving Highways," and has conducted multiple road safety training seminars in more than 50 countries around the world.

Dreznes is the Co-Chairman of the Transportation Research Board AFB20 (2) Roadside Safety Sub-Committee on International Research Activities, a member of the PIARC Road Safety Technical Committee 3.2 Design and Operation of Safer Road Infrastructure, a member of the United Nations Road Safety Collaboration, Co-Chairman of the IRF Road Safety Working Group, as well as former Chairman of the International Road Educational Foundation.
Kamil Kaloush
Associate Professor
Arizona State University


Dr. Kamil Kaloush is an associate professor in the School of Sustainable Engineering and the Built Environment at Arizona State University. He is also the Director of the National Center of Excellence on SMART Innovations. He is a registered Professional Engineer, and has more than 25 years of experience in pavement research and management services. His areas of expertise include pavement materials design, thermal properties, advanced laboratory testing, field performance evaluation, and pavement management systems. He is a member of several professional organizations and currently serves as the Vice Chair of the Technical Advisory Board of the Rubber Pavements Association, Board of Directors member – Rubberized Asphalt Foundation, and Chair of the Transportation Research Board subcommittee on Pavement Materials and the Urban Climate. Dr. Kaloush has more than 100 publications in his field.
Alan Kercher, P.E.
President
Kercher Engineering, Inc.


Alan. Kercher is president of Kercher Engineering, Inc., and has 35 years experience as a graduate engineer in the Civil and Structural Engineering fields. He has implemented many infrastructure asset management systems including building facilities, drainage, pavements, sidewalks, signs and utilities for municipalities in several states, as well as assisted other agencies with improving existing management systems. The implementation of asset management systems has included the review of existing policies and procedures, performing needs assessments, review and selection of software, development of analysis methodology and performance models, performing condition assessments, developing short-term and long-term budgets, and conducting public presentations.
For the past 22 years, Mr. Kercher has served as a technical consultant to various State Technology Transfer (T2) Centers sponsored by the FHWA and held more than 200 training classes and workshops for various local, state, federal and international agencies related to the design, construction and management of infrastructure. Additionally, he served on the FHWA panels to develop both the Pavement Preservation Roadmap, as well as the Pavement Management Roadmap.
Gordon Keller
Former Program Manager
U.S. Forest Service


Gordon Keller has worked as a geotechnical engineer and project or program manager on numerous units of the U.S. Forest Service throughout his working career since 1972 to the present. He holds a bachelor of science in Civil Engineering from UCLA in 1968, served as an officer in the U.S. Navy for two years and obtained a master of science in Geotechnical Engineering from U.C. Berkeley in 1972. He is currently licensed both as a Civil Engineer and Geotechnical Engineer in the State of California.
Mr. Keller’s professional experience has included extensive work with slope stability, retaining structures, foundations, subsurface investigations, quarry location and development, highway materials and stabilization, surface and subsurface drainage, groundwater and sanitary systems development, erosion control measures, mine reclamation, watershed restoration, work with bridges and dam design and repairs, storm damage repair work, as well as international rural roads best practices training (in Spanish and English).
Cesar Queiroz
Former Adviser
World Bank


Cesar Queiroz, former World Bank Highways adviser, is an international consultant on roads and transport infrastructure. His main expertise is in public-private partnerships, road management and development, performance-based contracts, port reform and rehabilitation, improving governance, quality assurance and evaluation, research, teaching and training. Between 1986 and 2006, he held several positions with the World Bank, including Lead Highway Engineer and Principal Highway Engineer. Prior to joining the World Bank, Cesar was the deputy director of the Brazilian Road Research Institute in Rio de Janeiro. He holds a doctorate in civil engineering from the University of Texas at Austin, a master of science in production engineering from the Federal University of Rio de Janeiro, and a bachelor of science in civil engineering from the Federal University of Juiz de Fora, Brazil. Cesar has published two books and more than 130 papers and articles. His recent assignments include infrastructure advisory services to Russia, Brazil, Latvia, Lithuania, Poland, Ukraine, Philippines, Uganda, Sri Lanka, India, China, Egypt, Colombia, Laos, Mozambique, Saudi Arabia, Tunisia, Sweden and Norway. He is currently a visiting professor at the University of Belgrade, Serbia, and has lectured at George Washington University since 1996 on private participation in infrastructure. He has been a long term contributor to IRF initiatives worldwide.
Ramiro Alberto Ríos
Sustainable Transport Consultant
Inter-American Development Bank


Ramiro Alberto Ríos is a transport consultant at the Inter-American Development Bank with experience in the fields of urban transport planning, environmental impact analysis and sustainable urban development. He has worked on generating knowledge and on implementation of climate change mitigation and adaptation strategies in the transport sector, promoting less energy-intensive, and more efficient and cleaner modes of transport for goods and people and the support for urban sustainable transport policies in the Latin American and Caribbean region. Mr. Ríos’ main focus area includes the analysis of current and future travel activity to support urban transport policies conducive to the reduction of greenhouse gas emissions and harmful local pollutant and obtaining high societal benefits from implementation of sustainable transport policies and projects.
Mr. Ríos holds an MA in Urban Planning with specialization in transport planning from the University of California Los Angeles, focusing on public transport economics and finance, transport demand forecasting and non-motorized transport planning.
Alejandro Pablo Taddia
Lead Transport Specialist

Alejandro Pablo Taddia is a Lead Transport Specialist at the Inter-American Development Bank, leading discussions of transport policies and strategies, transport related projects and technical studies across Latin America and the Caribbean region. Among his main areas of activity are: transport infrastructure rehabilitation and maintenance, urban transport, road safety, improvement of airport infrastructure and security, competitiveness, and multimodal transport systems. Before joining the IDB in 2002 he worked for a diverse range of organizations in the field of transportation in his home country, Argentina where he participated in the concession and renegotiation processes for Buenos Aires’ metropolitan railways and freight railways, several economic and technical feasibility studies, and traffic and urban transport studies.
Ward Vanlaar
Vice President
Research Traffic Injury Foundation


Dr. Ward Vanlaar is the Vice President of Research for the Traffic Injury Research Foundation. TIRF, a registered charity established in 1964 in Ottawa, Canada, is a world-leader in research and education focusing on road user behavior. Dr. Vanlaar holds master degrees in statistics and criminology and a doctorate in transportation science. He has extensive experience in road user behavior, safety performance measures and monitoring and evaluation. Before working at TIRF, Dr. Vanlaar worked for the Behaviour and Policy Department of the Belgian Road Safety Institute from 1999 to 2005, where he served as Head of Research for the latter four years.
Dr. Vanlaar was recently appointed to serve on the Committee on Safety Data, Analysis and Evaluation of the Transportation Research Board of the National Academies. He has been involved in capacity building efforts and research around the world including countries like Australia, Belgium, Belize, Canada, Colombia, France, Netherlands, United States and Vietnam.
Lacey Williams
Managing Director

Lacey Williams holds a bachelor of science in Civil Engineering from the University of the West Indies’ (UWI), as well as a master degree in Transportation Engineering from Howard University. He has researched the complexities of red-light running for the since 2009 and has published and presented papers on the subject in a number of journals and countries, including 2013’s 17th IRF World Meeting & Exhibtion, held in Riyadh, Saudi Arabia.
Mr. Williams has also been involved in traffic operations and data collection in Trinidad and Tobago and the United States, where he helped clients make value-based judgement and traffic proposals while gaining an appreciation of the complexities of traffic analysis in developing countries.
