Since 1948, the International Road Federation (IRF Global) has served as a global platform for knowledge exchange and leadership in road and mobility development. Discover one of the most ambitious mountain infrastructure projects.

Located just 100 km north of Tbilisi, approximately 1.5-2 hours by road, the Kvesheti–Kobi Road Project offers IRF delegates a unique opportunity to experience Georgia’s flagship transport investment in the heart of the Greater Caucasus Mountains.

Designed to provide safe, year-round access, the new highway will significantly reduce travel time, improve road safety, strengthen Georgia’s role as a regional transit corridor, and unlock new opportunities for tourism and economic development.

Engineering Excellence in a Spectacular Landscape

Nestled within the breathtaking Gorge of 60 Towers, this landmark project represents a unique harmony between cutting-edge engineering and environmental stewardship.

Every design decision has been carefully developed to preserve the area’s exceptional natural beauty and cultural heritage while delivering world-class infrastructure.

The project includes:

• 23 km of new two-lane asphalt highway
• 5 bridges with a combined length of 1.6 km
• 5 tunnels totaling 11.5 km

A World-Class Engineering Achievement

The project’s centerpiece is the 9 km twin-lane tunnel, excavated using a state-of-the-art Tunnel Boring Machine (TBM). With a diameter of 15 meters, it ranks among the world’s most remarkable road tunnels and will provide uninterrupted, all-season travel through the Caucasus Mountains.

Another engineering highlight is the spectacular 426-meter-long arch bridge, soaring 166 meters above the dramatic gorge. Featuring a 285-meter arch span-the largest of its kind in Georgia-it stands as one of the country’s most challenging and iconic bridge structures.

Project Overview

The Kvesheti–Kobi Road Project is commissioned by the Roads Department of the Ministry of Infrastructure of Georgia and financed by the Asian Development Bank (ADB), the European Bank for Reconstruction and Development (EBRD) and from the state budget.

With a total investment of USD 500 million, the project is currently under construction and represents one of the largest infrastructure investments in Georgia’s history.

👟 Dress code

We recommend that delegates wear comfortable clothing, sturdy footwear suitable for walking on uneven ground. However, there are no special safety or physical fitness requirements.

Walking involved is minimal, however it is a visit to an active construction site and participants will be required to wear the personal protective equipment (PPE) that will be provided on site.

What if the legacy of the Tbilisi Congress came in a bottle?

On Friday evening, our partner Elite Technology is inviting Congress participants to come together for a Georgian winemaking experience and dinner.
