Highway Congestion Management

Nov 2 - Nov 6

| Istanbul, Turkiye

Overview

Operations-First Corridor Management

Background

Congestion reduces travel-time reliability, weakens freight productivity, increases operating costs, and erodes public confidence in the road network. Because major capacity expansion is often costly, slow, or constrained, agencies need a disciplined way to distinguish recurring bottlenecks from incident-, work-zone-, weather-, and demand-driven delay.

This course gives road agencies a practical framework for diagnosing congestion, selecting the right performance measures, and choosing interventions that make better use of existing capacity. Participants will connect traffic data with corridor objectives, compare operational and demand-management strategies, and build an implementation roadmap that can be explained to executives, partners, and the public.

Course Highlights

  • Four classroom days combining expert instruction, case studies, and facilitated exercises
  • A practical congestion diagnostic and corridor action-plan exercise
  • A full Friday technical field experience with a road agency and a road operator
  • IRF Certificate of Completion

Five-Day Format: Monday–Thursday classroom program | Friday full-day technical field experience.

Learning Objectives

Upon completion of the course, participants will be able to:

  • Differentiate recurring and non-recurring congestion and identify their principal causes
  • Use speed, volume, delay, throughput, and travel-time reliability data to diagnose bottlenecks
  • Select fit-for-purpose highway operations and congestion-management KPIs
  • Compare TSMO, ramp management, managed lanes, pricing, traveler information, and demand-management strategies
  • Integrate incident, work-zone, freight, weather, and special-event operations
  • Prioritize actions using benefits, feasibility, readiness, and implementation risk
  • Develop an agency-ready corridor congestion management roadmap

Target Audience

This course is designed for:

  • National transport ministry and road authority officials responsible for highway operations
  • Highway operations, TSMO, corridor, and network managers
  • TMC, incident-management, work-zone, and traveler-information leaders
  • Toll-road, concession, and motorway operators
  • Planning, data, consulting, and technology professionals supporting agencies

Agenda
