Dr. Bill Sowell

Dr. Sowell has been involved worldwide with Intelligent Transportation Systems and the development of ITS standards for more than 30 years. He has managed ITS-related firms, large and small, both publicly traded and privately held in the United States, United Kingdom, Latin America and Asia. He holds three Doctoral degrees and two Master’s degrees from the US. He played a key role in the early development of the Saudi ATVAM project, and the Mohd. Bin Zayed City Project in Abu Dhabi, and the adoption of the NTCIP systems open communications protocol.

Philip Wijers

Philip joined Sensys Gatso Group in 2010 as Director of Government Affairs, where he, in close cooperation with governments and road safety NGOs, actively advocates the implementation of various SGG systems, both a PPP managed service and hardware sales model, to further promote road safety, a greener, more liveable urban environment and a controlled and optimized traffic flow.

Tom Antonissen

Tom Antonissen assumed his present role in November 2014, although he has close to a decade experience with the IRF and road transport policy, with a particular focus on road safety, road user charging (RUC) and enforcement. Mr. Antonissen’s current responsibilities include supporting IRF’s program of regional congresses and training workshops in Europe & Central Asia as well as facilitating the activities of the IRF ITS Committee and its Subcommittees.
