Overview

This Workshop will address the use of recycled materials in roadways. The value of roadways is well known, often one of the most significant investments an agency owns. Recycling of roadway materials should always be considered when maintaining, rehabilitating or building new roadways. There are numerous techniques and standards that are well established and each approach should be considered before selecting the most appropriate for a specific project.

Maybe more importantly there are many nontraditional waste or by-product materials that have found their way into use in roadways. Recycled Tire Rubber has a well-established role in asphalt paving. Plastic, Crushed Portland Cement Concrete, Contaminated Soils, Fly-Ash, Slag, Paper and many other Industrial by-products and Post Consumer materials have found practical uses in paving.

This Workshop aims to explain what works and why. The need to divert these materials from landfills or being dumped into the environment is of great importance to all of us.

Course Objectives

This workshop is designed to meet the educational needs of the decision makers, engineers and road administrators considering the use of recycled materials on roadways. Topics will include the well established recycling techniques in use worldwide, their standard specifications and the selection process in determining the best approach for a given roadway. Additionally, the use of nontraditional recycled, post-consumer and industrial by-products will be covered.

William F. O’leary

Mr. O’Leary has been involved in the production of asphalt and asphalt emulsions since 1980 primarily as the President and founder of Prime Materials and Supply a Texas based asphalt emulsion producer. He is a longtime advocate for Pavement Preservation serving multiple terms as President of the Foundation for Pavement Preservation (FP2) that provides resources to advance knowledge for managing and preserving pavements. FP2 supports research to educate government and industry professionals in the economical, safety and performance advantages of pavement preservation. Two term President of the Asphalt Emulsion Manufacturers Association, an International Organization representing the asphalt emulsion industry. Appointed member of Transportation Research Board Committee on Pavement Maintenance AHD-20 and as a board member of numerous other industry associations. Bill has an in-depth knowledge of asphalt materials from production to placement and has conducted seminars and made hundreds of presentations.
