Overview
Road safety audit and inspections serve the common purpose of identifying risk factors related to road design or traffic control that may lead to crashes, or make crashes more severe. In many cases, they also assist network highway operators and city traffic departments in identifying engineering weaknesses and hazardous locations, even in the absence of robust traffic injury data.
Almost 85% of countries surveyed by the World Health Organization currently report implementing road safety audits or inspections, and it is important for all road safety professionals to understand how to design and implement them correctly for maximum safety benefits.
This course includes access to the IRF Road Safety Audit Team Leader Certification Program. This course will be delivered by instructors from the MicroTraffic road safety team with select guest speakers.

Format
The lectures will be taught over a two-week period with live 2,5-hour on-line sessions held Monday through Thursday. Upon completion of the training program, the IRF will administer an on-line knowledge test. Participants with a score of 80% of the exam will be awarded with a certificate verifying their successful completion of the course.

Craig Milligan, Ph.D., P.Eng., RSP2I
Craig has completed design stage road safety audits for more than $8B of capital works and in-service road safety audits for more than 300 intersections and 4000 km of highway. He applies a scientific and safe systems approach to the identification of road user risk and opportunities for safety improvement.
Craig leads a 30-person team at MicroTraffic, which is active in 64 cities and focused on helping governments to use artificial intelligence and video analytics within their road safety audit and improvement planning activities.
Craig has a Ph.D. in road safety engineering from the University of Manitoba and 15 years of professional and leadership work experience. He worked at the World Bank before starting MicroTraffic and has held leadership roles within the IRF, CARSP, TAC, and TRB.

Amanda Puska
Amanda is a road safety engineer and certified Road Safety Professional based in Winnipeg, Canada. She has completed road safety reviews for various cities across North America, applying a safe systems approach to the identification of road user risk and recommendation of evidence-based measures to improve safety. With MicroTraffic, Amanda has helped assist more than 60 communities in leveraging near miss data from video analytics to proactively and precisely diagnose risks and empower effective road safety improvement planning. Amanda completed her M.Sc at the University of Manitoba in Transportation Engineering.

John Lower
John Lower is a League of American Bicyclists certified instructor, a Fellow of the Institute of Transportation Engineers, and a past Chair of their Transportation System Management and Operations Council. For the past 11 years he has consulted in use of video sensors to detect all roadway users and traffic signal operational strategies to maximize the safety of all known users.
Previously John spent 20 years as the City of Anaheim, CA Traffic & Transportation Manager. His responsibilities included the routine conduct of crash data reviews to design and implement the most effective crash countermeasures. He also served as the “person most knowledgeable” in representing the City during crash litigation.
He now provides thought leadership with MicroTraffic in the areas of transportation and smart communities as VP of Safety Partnerships.

Mustapha Azzouzi
Mustapha Azzouzi, P.Eng, Msc, is an International Transport & Road Safety Expert, Road Safety Auditor and high-level Trainer. He is an advanced specialist in road safety engineering and trusted by several international organizations such as the World Bank Group (WB, GRSF, …), the European Bank of Investment, the German International Cooperation, The international Road Assessment Program-UK, FireSeeds North Infrastructure-Canada, etc. Mustapha has a successful international experience in developing proactive road safety strategies & action plans, studies and road safety Audit/Inspection and capacity building for several governments & MoTs in: Canada, Mali, Saudi Arabia, Madagascar, Lebanon, Benin, Morocco, Togo, Cameroon, Tunisia, Nigeria, etc. He is a certified high-level road safety auditor, having conducted more than 600 road safety audits as a Team Leader/member in Saudi Arabia, Morocco, Lebanon, Canada, etc.

Joel Penner
Joel Penner is a road safety professional from Winnipeg, Canada. He is passionate about applying cutting edge technologies to solve the biggest problems facing society. He is a Road Safety Specialist and COO at MicroTraffic where he is helping to lead the charge in new areas of safety focused data driven decision making. Before co-founding a road safety focused technology company that uses AI to extract near-miss data from traffic video, Joel worked in transportation consulting where grew to appreciate the significance of the road safety epidemic. Here his interest in surrogate safety analysis also developed after witnessing first-hand the need for reliable risk data and he now works with traffic engineers worldwide using cutting edge techniques backed by research to identify lurking risk factors.
