Nevertheless, capital and operational expenditures remain a significant hurdle for many road agencies and toll operators. Steve Morello, based in Miami, has 29 years of experience in the transportation sector focusing on the development of projects covering light and heavy vehicle road usage charging, ITS rollout, traditional tolling, urban congestion charging, electronic road pricing, and automated enforcement. In 2011, after a 22-year career at Egis Group in France, Steve began a new phase of his professional path as co-founder and Partner of Milestone where he leads business development activities working hand-in-hand with subject matter experts and project managers.
Senior Vice President, EROAD, Chair of the IRF Committee on Road User Charging
Nina leads EROAD’s Global Market Development team and is responsible for finding and evaluating new opportunities on the global landscape. She joined EROAD in 2012 and has more than 20 years of experience working within the technology, trucking, tolling and fuel card sectors globally, Nina brings extensive expertise in these areas. In her previous role, Nina was responsible for negotiating and contracting a wide array of tolling points of acceptance for the commercial goods and passenger fuel card industry across 37 countries in Europe that had previously experienced over 1 billion Euros in turnover.
Director Regulatory Market Development, EROAD
Peter is responsible for working with government policy agencies and regulators across Australia and New Zealand on road safety, funding and taxation matters. Prior to joining EROAD, Peter held various positions in the New Zealand public sector in the social services and transport sectors. Most recently, Peter was the Manager Funding & Infrastructure with the New Zealand Ministry of Transport, responsible for: the forecasting and rate-setting of Road User Charges and Fuel Excise Duty; developing advice to government on land transport revenue systems and funding and investment policies; providing advice on the use of tolling, debt and public-private partnerships; and for evaluating and directing the reform of heavy vehicle dimension and mass regulations.
Chief Innovation Officer, Oregon DOT
As the Chief Innovation Officer, Maureen is oversees staff who consult with others in the agency to develop innovative solutions. This can be developing policies in innovative areas, such as connected, automated and electric vehicle deployment, and for doing projects related to these types of areas. She also oversees the incubation of new business lines, such as OReGO, to an early stage of maturity so they can be moved to other parts of the agency with minimal disruption. As the OReGO Program Manager, she continues to lead the OReGO Program through its evolution towards a sustainable funding solution.
Marissa Burkett manages the ETC service line at the PTOLEMUS Consulting Group. Marissa experience in management consulting and has completed several assignments related to ETC, fuel card and other fleet services including a survey of the European market of toll service providers to haulage fleets for the Netherlands’ Department of Transport, an in-depth analysis of services proposed to European truck for a major fuel card provider, and an in-depth analysis of successful truck RUC schemes around the world, for a global road operator. She also contributed to the update of PTOLEMUS’ Electronic Toll Collection Global Study, published in December. As part of this work, she has analysed the ETC/RUC markets in countries such as Canada, Italy, Poland, Portugal, Slovakia and the USA.

Keith, based in Wales, is an independent RUC consultant working with partners in technology-based business streams to develop practical, affordable and sustainable outcomes. He applies in-depth knowledge of transport technologies, bringing MSc level engineering qualifications and global experience in transport systems business to company CEO level. Keith takes a strong interest in the social, economic and environmental impact of applying ITS-aware policies. Specific interests include road usage charging; congestion and emissions management; location based applications; telematics and improved driver services; vehicle detection and safety systems.
