Istanbul, Türkiye — June 27, 2025 – The International Road Federation (IRF Global) has successfully concluded its Executive Seminar on Output & Performance-Based Contracts for Preserving Road Assets, held in Istanbul from June 16 to 25, 2025. The seminar brought together senior representatives from road agencies, ministries of transport, development organizations, and the private sector to strengthen capacity in modern road asset management.
STRENGTHENING ROAD ASSET PRESERVATION THROUGH PERFORMANCE CONTRACTING
The seminar offered an in-depth exploration of performance-based contracting (PBC), an increasingly adopted model that ties contractor payments to long-term service quality rather than the quantity of works performed. By incentivizing performance and accountability, PBCs support more sustainable and cost-effective outcomes for road infrastructure agencies around the world.
DELIVERED BY INTERNATIONALLY RECOGNIZED EXPERTS
The program was led by Dr. Asif Faiz, former Highways Adviser at the World Bank, and Janusz Sobieniak, a seasoned infrastructure consultant to multilateral institutions. Drawing from decades of global experience, both instructors guided participants through key aspects of PBC implementation, including risk allocation, contract structuring, client–contractor relationship management, and global case studies.
KNOWLEDGE-SHARING ACROSS BORDERS
Throughout the seminar, attendees examined successful applications of PBCs in various regions, including projects in Georgia, Albania, Nepal, and the Pacific. The sessions emphasized how governments and funding institutions, such as the World Bank, are increasingly turning to performance-based models as part of their infrastructure resilience strategies.
FIELD VISIT TO THE NORTHERN MARMARA MOTORWAY
To complement the theoretical component, participants joined a technical visit to the Northern Marmara Motorway, one of Türkiye’s most strategically significant transportation corridors. This visit allowed delegates to observe the implementation of contract principles on a major live project, from construction through maintenance. On-site presentations and discussions offered valuable insights into performance monitoring and operational practices.
