1. What are the characteristics of Israel’s safety management system?
A Safety Management System was established by the National Transport Infrastructure Company of Israel to promote all the activities on improving safety levels of the non-urban road network of the country. The system combines databases on road infrastructure characteristics, traffic volumes and road accidents, including video-log data and a GIS-platform, with safety models developed for local conditions and supportive tools for conducting network analyses and monitoring safety improvements.
How does better hazardous location identification improve safety for road users?
The procedure of hazardous location identification adopted by the system was built in line with the state-of-the art in road safety, where the sites for potential treatment are selected having excluded the impacts of confounding factors such as exposure, road type and regression-to-the mean. As a result, the infrastructure treatments are focused on sites with really irregular accident numbers. The procedure is applied annually, serving as a basis for a working program on road infrastructure improvements. Local safety evaluation studies demonstrated accident savings associated with such infrastructure improvements.

Road safety progress is based on the application of evidence-based solutions and sharing best practice experience. The IRF conference creates a dialogue between the researchers and practitioners and, thus, will stimulate a promotion of proven road safety measures. We appreciate the opportunity to share our safety management experience with other countries. This is a developing topic in road safety research that needs more inputs from the experiences of various countries.
